The U.S. Marshals Service's Eastern Pennsylvania Violent Crime Fugitive Task Force on Wednesday identified the teenagers as Kaiseem Smith and Azzubair Outen-Fleming.
“Surrender now. If you choose to remain fugitives, the Marshals Service will relentlessly pursue every lead, every associate, and every tip until you are located and taken into custody,” Supervisory Deputy U.S. Marshal Robert Clark said in a news release obtained by The National News Desk.
Smith and Outen-Fleming were charged by the Philadelphia District Attorney's Office in connection with the June 6 murder of a 22-year-old Penn State student in South Philadelphia.
Smith was charged on Sunday, while Outen-Fleming was charged the following day. The Marshals Service said it was asked to assist in apprehending the pair and is leading the fugitive investigation.
Authorities said Smith, who is from Wilmington, Delaware, stands 4 feet 10 inches tall and weighs about 110 pounds. Investigators said he is known to frequent the area of 27th and Reed streets in Philadelphia.
Outen-Fleming, who also goes by the nickname "Zubair," is 5 feet 6 inches tall and weighs approximately 145 pounds. He was last seen in the 3400 block of Germantown Avenue, according to the Marshals Service.
"Both juveniles should be considered armed dangerous due to the crime for which they are wanted," the release noted.
The U.S. Marshals Service is offering a $5,000 reward for information leading to the arrest of each suspect. Officials said the reward will be paid upon arrest rather than conviction.
